Failure to Complete Investigation

Electra Police Chief Scott Burton noted. Dr Owen of Electra Memorial Hospital was hit by a small pickup, an then the pickup left the scene. Capt Fullen was the reporting officer. Capt Fullen also was given the tag # of the suspected vehicle. Capt J Fullen then failed to complete the Investigation and no Arrest or Citations were obtained, Knowing the possible I.D. of suspect.

During his time he had complaints filed by officers for racial discrimination, retaliating against one of the employees and showing favoritism towards a family member. All counts were founded to be true with the exception of racial discrimination.

Omitted job history at Electra PD from 1987-1988, and Crystal Beach from 1988-1989, Lied about reason for leaving Electra PD in 1989, said "moved to Galveston", He was Terminated. Lied about age on application. On March 3, 2005 (the date he submitted his application) Fullen would have been 41 years old. He wrote "Yes" to "Will you be at least 21 and not over 36 years of age on the date of application?" Also did not explain employment gap between Sep 1989 and October 1990.

Texas City PD Drops endorsement of Fullen

Fullen requested endorsement for his "Fullen 2024" campaign back in 2022. As of February 20, 2024 Texas City Municipal Police Association held its monthly meeting. During the meeting a motion was made to rescind endorsement for Fullen 2024, and the motion was passed. As of this date a cease and desist letter has been sent to the Fullen campaign demanding they remove their endorsement from Fullen's campaign website and marketing materials.

Fullen Lies on Arrest Counts at the Border

In one of Fullen's campaign fliers he claims to be the county's lead coordinator for efforts down on the souther border, responsible for thousands of arrests. But in reality Fullen is the head coordinator for just Precinct 2. Between September 1, 2023 and December 1, 2023, Fullen made a total of 9 felony arrests, and 2 traffic stops. Not even close to thousands. While during the same time period GSCO (Galveston County Sheriff's Office) made 603 Felony Arrests, and 156 Traffic Stops. To put these numbers into perspective. During this 2 month period. GCSO had only 2 officers working on the border at any one time. While Pct 2 (represented by Jimmy Fullen) had 1 officer, Pct 4 also had 1 officer assigned. The numbers are self explanatory. So the question is what is Fullen really doing at the border other than photo opps?

Texas Ethics Commission launches Fullen investigation

The Texas Ethics Commission on Friday told Galveston County sheriff candidate Jimmy Fullen it found enough merit in a campaign finance complaint to launch an investigation, according to a letter from the commission. The complaint alleges Fullen failed to disclose a third-party loan he never paid off during a January reporting period, according to the letter.

Jimmy Fullen Sworn in as Galveston County Sheriff

Jimmy Fullen Sworn in as Sheriff of Galveston County. At the same time 43 Deputies of the department retire. One of the first actions taken by Sheriff Fullen is to force all mental health professionals back on Patrol, saying he wants those officers to be working on patrol and not sitting at a desk waiting for a call. Some question if that is a good idea as if a patrol officier is called to deal with a metal health issue, they typically arrive at the scene in more casual attire to not alarm anyone and better communicate with the individual. Fullen claimed that at this time there were only 20 vacancies that needed to be filled on the department. Many have questioned how he plans to do that. Another upcoming situation is the annual Jeep week on Bolivar Peninsula in which last year attracted over 100,000 people. This event has been a problem for the local community with increases in violent crime. Fullen claims he is going to eliminate the event.

Fullen replaces green inmate uniforms with Pink Jumpsuits

Sheriff Fullen has replaced the green inmate uniforms with safety pink jumpsuits, in an attempt to discourage recidivism, and create a calming atmosphere. However experts say there is no evidence that such tactics reduce recidivism which is the tendency for convicted criminals to reoffend. Money spent on the jumpsuits would have been better spent on substance-abuse programming, educational programming, or vocational training. If Fullen ends up wearing one of these Pink Jumpsuits after TCOLE gets done with him, we will be sure to ask him if he still finds them calming.

Jimmy Fullen Sues TCOLE to block 10 year License Suspension

Recently electied Galveston County Sheriff Jimmy Fullen is suing TCOLE, The state agency that licenses all peace officers in Texas. TCOLE recommended June 2024 revoking Fullen's License, claiming he violted state rules requiring peace officers to list all disciplinary actions, lawsuits and prior arrests on their personal history statements. TCOLE cited omissions on personal history statements filed with two departments. When Fullen was elected Sheriff in Nov 2024 State law blocked the revocation of his peace officer's license. However the law further states that TCOLE can revoke the license of an elected offier ( Sheriff ) if the person is convicted of a felony, or a criminal offense directly involving the person's duties as an officer. TCOLE submitted an ammended complaint stating it was seeking to suspend Fullen's peace officer's license for 10 years. Fullen has sued TCOLE to block or at least slow down the process.
